Funding Rental Subsidies for Affordable Housing Developments Serving Low-Income Seniors, Families & Persons with Disabilities
This charter amendment would establish an Affordable Housing Opportunity Fund for Seniors, Families, and People with Disabilities to create project-based rental subsidies for extremely low-income households consisting of seniors, families, and persons with disabilities. It would require the city to appropriate at least $8.25 million to the fund annually beginning in 2026.
Rationale
We strongly support safety net funding for our most vulnerable neighbors. Older adults are rapidly becoming the population most at risk of experiencing homelessness in the Bay Area due to high housing costs paired with low and fixed incomes. Housing security improves health outcomes for individuals and families. This fund will reduce homelessness and prevent displacement among seniors, low-income families, and individuals with disabilities.

Community Health & Medical Facilities, Street Safety, Public Spaces, & Shelter to Reduce Homelessness Bond
This general obligation bond would allow the city to borrow up to $390 million to finance the renovation, improvement, and acquisition of facilities that deliver primary healthcare services, emergency medical services, skilled nursing services, and services for persons with substance use disorders or who are experiencing mental health challenges.
Rationale
Funding for emergency shelter and interim housing is needed to meet the increasing numbers of individuals and families experiencing homelessness in San Francisco. This bond dedicates $50 million to improve, acquire, or construct emergency shelter and interim housing with a focus on providing shelter to families.

Changes to Business Tax
This measure would change the City’s calculations for existing business taxes, including the Gross Receipts Tax, Homeless Gross Receipts Tax, Overpaid Executive Gross Receipts Tax, and Administration Office Tax. Small businesses are exempt from these taxes. Changes to these existing business taxes would provide $50 million in funding to the City of San Francisco.
Rationale
These taxes aim to generate revenue for the General Fund by targeting large businesses. The Homeless Gross Receipts Tax specifically funds services and prevention efforts to address San Francisco’s homelessness crisis, improving support and outcomes for those most impacted.

Supporting Reproductive Rights
This measure would declare it to be city policy to serve as a safe place for people seeking reproductive care, including abortions; protect the rights of pregnant people to control their medical decisions; and safeguard the confidentiality of reproductive health information.
Rationale
This measure will establish a Reproductive Freedom Fund that accepts grants and gifts to support reproductive rights, ensuring equitable access to reproductive healthcare services. We strongly support equitable access to these services and the safeguarding of reproductive rights for all.

Funding Programs Serving Children, Youth & Families
This charter amendment would create an Our Children, Our Families Initiative to coordinate efforts by city departments and the San Francisco Unified School District (SFUSD) to deliver outcomes-based services for children, youth, and families.
Rationale
This charter amendment would improve oversight of how city departments and the school district allocate and use funds, ensuring taxpayer dollars are spent effectively on programs benefiting children and youth. Additionally, it addresses equity issues for San Francisco children by ensuring an objective and quantifiable outcomes framework is used for budgeting and spending decisions.
